Code Enforcement

Please be advised that the Borough of Millvale has updated all construction-oriented permits including building, demolition, dumpster, floodplain management, sidewalk, street and zoning. Accordingly, all Borough Codes, Ordinances and General Legislation will be enforced as defined and intended through the Borough of Millvale Code.

A Zoning Permit is issued for compliance to the Borough’s Zoning Ordinance. A Building Permit is issued for compliance to the regulations of Pennsylvania’s statewide Uniform Construction Code. Both permits will be required for many construction projects in the Borough of Millvale.

The Borough of Millvale operates under the 2012 International Property Maintenance Code, the Property Maintenance Code was adopted through Ordinance No. 2190.

The Borough operates under the 2009 International Fire Code, 2012 International Building Code and Pennsyvania Uniform Construction Code adopted through Ordinance No. 2258.

The major components of the permit review procedure are:
1) APPLICATION AND PLAN SUBMITTAL
    • PERMITS MUST BE COMPLETE AND PROVIDE ALL REQUESTED INFORMATION, INCOMPLETE PERMITS WILL NOT
      BE REVIEWED.

    • COPY OF WORKERS’ COMPENSATION CERTIFICATE.
    • ALL CONTRACTORS LISTED ON PERMIT APPLICATIONS MUST PROVIDE THEIR PA REGISTRATION NUMBER.
2) PLAN REVIEW
3) INSPECTIONS

STATE LAW MANDATES THAT A FINE OF UP TO $500.00 TO ANY PERSON WHO PERFORMS WORK WITHOUT A PERMIT IF THE CONSTRUCTION IS OF A NATURE, WHICH REQUIRES A PERMIT, ADDITIONAL PENALTIES OF PROJECT CLOSURE, DAILY FINES AND CORRECTION AND/OR REPLACEMENT OF ALL WORK DONE WITHOUT A PERMIT WILL BE ENFORCED.

Compliance will be strictly enforced and without exception, Thank you for your cooperation.

Our borough hires an independent third party to provide complete inspection services and construction document reviews 1 . This means to ensure health, safety and property value we require the following:

  1. Building permits prior to construction
  2. A final inspection by a code enforcement officer
  3. Occupancy permits for renters, leasors and those moving into Millvale obtained in advance.
